No national dog or cat registration, tax or breed rule was found online. The Food Safety Agency introduced a veterinary passport form for pets in February 2024. Entry needs rabies vaccination and a veterinary certificate, and official import rules mention quarantine.
No municipal pet rules were found online.
Breed rules
No breed-specific rule found. Not confirmed on an official page; a third-party site says Azerbaijan publishes no banned breed list. [1]
Other rules
The veterinary passport for pets was presented by the Food Safety Agency (AQTA) on 19 February 2024.[2]
Travelling to Azerbaijan with a dog
Dogs and cats over 3 months need a rabies vaccination at least 21 days before entry and an original health certificate from a licensed vet endorsed by the authority. Pets must enter at Heydar Aliyev airport in Baku. A microchip is not required but is the accepted form of identification.[1]
Same as from the EU: rabies vaccination at least 21 days before entry, endorsed health certificate, entry at Baku airport.[1]
Not required.[1]
Dogs need proof of treatment against Echinococcus (tapeworm) according to a third-party site.[1]
The official 2018 order requires 30 days quarantine in Azerbaijan after arrival, plus 21 days before dispatch. A third-party site says none applies if the entry requirements are met.[3]
