Dogs in Hungary: rules, tax and travel
Dogs must be chipped and kept on a leash in public. Cats do not need a chip. Official Hungarian sources could not be reached, so most items are secondary.
Some dog rules may be set by municipalities; none were confirmed.
Breed rules
No breed list: the 1997 pit bull decree was annulled by the Constitutional Court (49/2010 AB, effective 30 Sept 2010); a 'veszelyes eb' is declared individually by the animal-health authority (Avtv. 24/A, 41/2010 Korm. rendelet) and must then be neutered, chipped, permitted, muzzled and leashed. [1]
Registration and microchip
A tailharbor guide says the dog's microchip should be registered in the national pet database and the dog registered with the local authority within 2 weeks of arrival. Requirements may vary by municipality.[2]
Compulsory for dogs since 2013, according to a consumer article. Not compulsory for cats.[3]
Insurance
Liability insurance for dogs is recommended but not required, according to a relocation guide.[2]
Leash and muzzle
Dogs must be leashed in public except in designated off-leash parks. Dogs may need a muzzle on public transport.[4]
Other rules
Cosmetic ear cropping and tail docking are banned.[2]
Travelling to Hungary with a dog
Dog or cat needs an ISO microchip implanted before the rabies vaccination, a rabies vaccination given at 12 weeks or older and valid from 21 days after the primary course, and an EU pet passport. Up to 5 animals per owner.[5]
Needs a microchip implanted before the rabies vaccination, a rabies vaccination (12 weeks or older, valid from 21 days after the primary course), an animal health certificate valid 10 days from issue until entry checks, and an owner declaration. Pets enter through a travellers' point of entry. Older-model certificates stay valid if issued before 1 October 2026.[6]
Required for entry from non-EU countries not on the EU exemption list: blood sample at least 30 days after vaccination and at least 90 days before the certificate is issued, result at least 0.5 IU/ml, tested at a designated laboratory. Not needed when moving between EU countries.[6]
Tapeworm treatment for dogs is only required when entering Finland, Ireland, Malta, Northern Ireland or Norway, so it is not required on entry to Hungary. Cats are exempt.[6]
Hungary does not quarantine healthy pets that meet the entry rules, according to a secondary guide.[4]
