Dogs in Ukraine: rules, tax and travel
There is no national dog or cat tax and no national compulsory microchip rule, but a unified veterinary passport has been required since 1 March 2026 and big cities such as Kyiv and Lviv make dog registration compulsory. Under martial law the airspace is closed, so most travellers with pets arrive by land.
Dog registration is set by cities and communities (Kyiv, Lviv and others), not nationally. Wartime restrictions and curfews can change local rules and travel routes quickly.
Breed rules
Registration and microchip
No compulsory national dog registration. Kyiv and Lviv require dog owners to register their dogs under local rules. Since May 2025 Kyiv owners can register at any administrative services centre. Fees were not stated.[2]
Microchipping is advisable but not compulsory under national law. A chip is needed to take a dog abroad. Lviv uses a chip plus city tag as proof of registration.[3]
Dog tax and licence
No tax on owning dogs or cats. A 2017 bill to introduce one was never adopted.[4]
Leash and muzzle
When travelling inside Ukraine, dogs over 45 cm at the withers need a muzzle, a lead and proof of registration (Ministry order No. 338 of 1 March 2021). City leash rules vary.[5]
Other rules
Tethering is limited by the Law on Protection of Animals from Cruelty: leash length is limited and animals must not be left without shelter in extreme weather or sun. The state food safety service denied reports of a chaining ban from 1 March 2026.[4]
Cruelty to animals carries a fine of 3,400 to 5,100 UAH (April 2026), and the animal can be confiscated.[6]
Travelling to Ukraine with a dog
The state service publishes one set of rules without an EU split: ISO microchip, rabies vaccination after chipping at 12 weeks or older and at least 21 days before arrival, a rabies antibody test of at least 0.5 IU/ml taken between 3 and 12 months before dispatch, and an international veterinary certificate from the sending country.[7]
Same rules as from the EU: ISO microchip, rabies vaccination at 12 weeks or older and 21 days before arrival, antibody test of at least 0.5 IU/ml, and an international veterinary certificate. A US source gives the same conditions for pets from the US.[7]
Required for animals over 12 weeks: at least 0.5 IU/ml, taken no more than 12 months and no less than 3 months before dispatch. No retest if later vaccinations were given without a gap.[7]
Not a general entry requirement found. If a dog was treated against Echinococcus granulosus, the treatment is recorded on the certificate.[7]
Not confirmed yet: Licence or owner test, Liability insurance, Quarantine. We only show what an official or named source states.
Laws change: this is general information, not legal advice. The authority linked on each line has the final word.
